Hokkaido travel guide: season, route and where to stay
Pick a winter or summer trip, where to stay and a rail pass or car. Check the Tokachidake volcano alert and the ropeway closures before you book.
Hokkaido is two trips with one airport: snow from December to March, and flowers and mountains from late June to September. Plan five days around one place and its day trips, and give the drift-ice and crane coast in the east its own extra days. Prices follow the season: a Niseko lift day runs $57 to $87 (¥8,800 to ¥13,500) in winter, and Furano’s lavender typically peaks about mid-July. Before you book Furano or Biei, check the Japan Meteorological Agency alert level for Tokachidake, the volcano above them.
Best for: powder and onsen, festival evenings, crab and ramen, lavender and hiking, and a separate winter trip for drift ice and cranes.
Dollar figures use about ¥155 to US$1 and are rounded; you pay in yen, so check the rate. Sums are added in yen first.
Which trip fits you?
Ride & Soak and the Snow Festival suit winter, Lavender suits summer.
| Trip | Days | Start from | Season | Best for |
|---|---|---|---|---|
| Ride & Soak | 5 | Niseko, Sapporo | Dec to Mar | Powder, then a bath |
| Snow Festival | 3 to 4 | Sapporo, Otaru | 4 to 11 Feb 2027 | City lights, crab, a canal at night |
| Onsen loop | 4 | Sapporo, Noboribetsu | Year-round | Baths and rail-pass value |
| Lavender | 5 | Asahikawa, Furano | Late Jun to Jul | Flower fields, Daisetsuzan |
| Hakodate loop | 4 | Hakodate, Sapporo | Year-round | Shinkansen arrival, night view, seafood |
| Wildlife coast | Own extra days | Utoro, Kushiro | Feb (ice), mid-Nov to late Mar (cranes) | Drift ice, cranes, long transfers |
Niseko and the Okhotsk coast do not combine in one week: no route from Sapporo to Utoro is sourced.
When should you go?
Go in winter for snow and festivals, or between late June and July for flowers. Every window below is typical, not fixed.
| Season | What is on | Crowds and cost | Caveat |
|---|---|---|---|
| Winter | Dec to Mar: skiing, Snow Festival, onsen, drift ice, cranes | Festival week fills Sapporo. A general Japan guide puts flights and hotels at their dearest from 15 Dec to 6 Jan | The 2026-27 outlook leans warm. Roads are icy and the Shiretoko Pass is closed |
| Spring | Apr to May: cherry blossom, Lilac Festival, tulips | Golden Week (29 Apr to 5 May) is busy. One guide reports hotel rates 30 to 50% higher, unconfirmed | Mountain roads are partly closed in April and late snowstorms are possible |
| Summer | Jun to Aug: Yosakoi Soran, lavender, hiking | Late July (lavender) and Obon (about 13 to 16 Aug) are the busiest | Bears are active. Tokachidake alert near Furano |
| Autumn | Sep to Nov: colour in the mountains, Sapporo food events | Silver Week (19 to 23 Sep in 2026) is busy. One guide names June and November as the quietest months | Peak bear-risk months. Many flower farms close after October |
Winter 2026-27 in dates
Lifts open on 28 Nov 2026, the Snow Festival runs 4 to 11 Feb 2027 and drift ice is most reliable in February.
| What | Dates |
|---|---|
| White Illumination | 20 Nov 2026 to 14 Mar 2027, Odori and central Sapporo |
| Christmas Market | 20 Nov to 25 Dec 2026, Munich Christmas Market Sapporo |
| Ski season opens | 28 Nov 2026 at Niseko United (Annupuri and Hirafu) and Furano, to 5 May 2027, subject to snow and lifts |
| Snow Festival | 4 to 11 Feb 2027 at Odori, Susukino and Tsudome |
| Asahikawa festival | 6 to 11 Feb 2027, free: ice sculptures at Heiwa-dori Kaimono-koen, snow at the Asahibashi riverside, about 30 minutes apart by shuttle |
| Snow Light Path | Otaru, 6 to 13 Feb 2027, lights 17:00 to 21:00. Sapporo Tourism lists it; the organisers' own page is not confirmed |
| Drift ice | February on the Okhotsk coast; the Shinra ice walk's 2026 season ran 1 Feb to 31 Mar |
| Cranes | Fed at Tsurui-Ito from mid-to-late Nov to late Mar |
The Otaru Snow Light Path ran on 9 to 16 February in 2025, which gives a typical window. The 2027 dates are unclear right now: check the organiser before you go.
The Snow Festival and the Otaru festival overlap by six days, so treat Otaru as an evening trip from a Sapporo bed. One guide puts Sapporo at -4 to 2 °C in December and the mountain resorts at -10 to -5 °C, with Asahikawa dropping to about -13 °C overnight in January. The Japan Meteorological Agency’s outlook (unconfirmed figures) gives Hokkaido’s Sea of Japan side a 40% chance of below-normal snowfall, 40% near normal and 20% above. When is Japow? covers snow odds and Sapporo Snow Festival 2027 covers the festival.
Spring, summer and autumn windows
- Spring. Cherry blossom typically comes in late April at Hakodate and Matsumae and about 28 Apr to 5 May in Sapporo, per one guide. The Sapporo Lilac Festival runs in late May 2027.
- Summer. Yosakoi Soran runs 9 to 13 Jun 2027 and the Hokkaido Shrine Festival 14 to 16 Jun 2027. Rising Sun Rock Festival is 13 to 14 Aug 2027 in Otaru. One guide says Hokkaido has no traditional June rainy season, and a statistics page rates it the part of Japan least affected by typhoons; neither is an official weather source.
- Lavender. Early varieties bloom from late June, the most-planted Okamurasaki typically peaks mid-July and lasts to late July, and some fields are harvested in August, according to the Hokkaido Tourism Organization and Furano Tourism. The 2027 dates are not published; farms announce them in season. The Norokko sightseeing train between Furano and Biei is reported to run June to October, and its 2027 timetable is not found.
- Autumn. Colour reaches the Daisetsuzan mountains from mid-September, the earliest in Japan per one guide, then Jozankei and Sounkyo by early October and the lowlands in late October. Larches turn gold until early November. The Sapporo Autumn Fest ran 12 Sep to 4 Oct in 2025, and 2026 and 2027 dates are not found.
How do you get there and around?
Fly to New Chitose and take the airport train for most trips. Take the Shinkansen only if Hakodate is on the list: the line ends at Shin-Hakodate-Hokuto, not Sapporo.
Tokyo to Hokkaido
The flight takes about 1 h 35 to 1 h 40, and the Shinkansen reaches Shin-Hakodate-Hokuto in about 4 h 2 min.
| Route | Time | Fare | Note |
|---|---|---|---|
| Flight | Haneda to New Chitose, about 1 h 35 to 1 h 40 | $97 to $290 (¥15,000 to ¥45,000) one way, budget lower | About 80 flights a day from Haneda and Narita. Unconfirmed; no 2026-27 fare table found |
| Shinkansen | Tokyo to Shin-Hakodate-Hokuto on the Hayabusa, about 4 h 2 min | About $150 (¥23,430) reserved total | Seat reservation is mandatory. The line stops short of Sapporo; the extension is reported as not before the late 2030s. Rail all the way to Sapporo takes about 7.5 to 8 hours, summed from secondary-guide times plus the transfer (unconfirmed) |
From New Chitose to central Sapporo, the JR Rapid Airport takes about 37 minutes (33 on the special rapid) and runs about every 12 minutes from 08:00 to 22:00. The fare was $8 (¥1,230) in 2025, the last known; the 2026 fare is unclear right now, and one timetable copy shows $7 (¥1,150), so confirm at the ticket machine. ANA lists first and last trains at 06:38 and 23:21. The bus takes about 1 h 14 and costs $8 (¥1,300) or $10 (¥1,500) depending on the operator.

| Sapporo to Jozankei | Bus about 60 to 75 min | $5 to $7 (¥830 to ¥1,100); sources conflict |
The Resort Liner to Niseko needs a booking, and its 2026-27 schedule and fare are not published. One guide puts the last airport train to Niseko at about 17:30, so match the transfer to your flight. Can you ski Hokkaido without a car? has the Niseko, Kiroro and Rusutsu transfers.
Rail passes
The area passes pay off on a Furano or Noboribetsu trip, and the full Hokkaido Rail Pass only just does.
| Pass | Days | Pre-purchase | At a station | Covers |
|---|---|---|---|---|
| Hokkaido Rail Pass | 5 | $140 (¥22,000) | $150 (¥23,000) | All JR Hokkaido lines and some JR Hokkaido buses |
| Hokkaido Rail Pass | 7 | $180 (¥28,000) | $185 (¥29,000) | Same |
| Hokkaido Rail Pass | 10 | $240 (¥37,000) | $245 (¥38,000) | Same |
| Sapporo-Furano Area Pass | 4 | $71 (¥11,000) | $77 (¥12,000) | New Chitose, Sapporo, Otaru, Furano, Biei, Asahikawa |
| Sapporo-Noboribetsu Area Pass | 4 | $65 (¥10,000) | $71 (¥11,000) | New Chitose, Sapporo, Otaru, Noboribetsu |
| East-South Hokkaido Pass | 6 | $260 (¥40,000); child $130 (¥20,000) | Not listed | Tokyo and Tohoku rail including the Shinkansen, plus the Hakodate, Sapporo and Otaru areas |
The Hokkaido prices listed are those in force from 1 Apr 2025, and children pay half. The East-South pass dates from 14 Mar 2026. All are for non-Japanese passport holders. The Exchange Order is valid for three months (90 days for an e-ticket), and the start date cannot be changed or the pass extended.
The Hokkaido Rail Pass includes reserved seats at no extra cost, but not the Hokkaido Shinkansen, the South Hokkaido Railway, the Sapporo subway, streetcars or intercity buses. The winter steam train SL Fuyu-no-Shitsugen needs an extra ticket. The Noboribetsu area pass excludes buses and the subway and does not reach Toya. The Furano area pass does not reach Tomamu.
Does it pay off? JR’s own example is round trips from Sapporo to Hakodate and Sapporo to Otaru: $150 (¥23,140) at regular fares against $140 (¥22,000) for the 5-day pass, a saving of $7 (¥1,140). That only just wins, and Hakodate alone is cheaper by ticket. The area passes do better. JR’s example for Furano is a Sapporo round trip via Asahikawa at $87 (¥13,520), against $71 (¥11,000) for the pass: $16 (¥2,520) saved, with Otaru, Biei and the airport leg included. For Noboribetsu, JR adds round trips to Noboribetsu and Otaru at $86 (¥13,380) against $65 (¥10,000).
Summing secondary fares puts a Tokyo to Sapporo return by rail at about $430 (¥66,400), against $260 (¥40,000) for the East-South pass, if the pass covers the whole Hakodate to Sapporo leg (unconfirmed). From 1 Oct 2026 a 7-day national JR Pass costs $340 (¥53,000) through overseas agencies and $325 (¥50,000) on the official site for now; see What changed in Japan in 2026. Guides report that the national pass covers the Hokkaido Shinkansen.
Rail or car?
Rail with a pass is cheap and winter-safe for Sapporo, Otaru, Noboribetsu and Furano. A car helps for Shiretoko and some ski areas. If you drive:
- Licence: a paper 1949 Geneva permit issued before you arrive, with your home licence and passport. Holders from Switzerland, Germany, France, Belgium, Monaco and Taiwan need an official Japanese translation from JAF instead. See Can you rent a car in winter with an IDP?
- Entry stamp: automated gates give none, and Toyota says it refuses a rental without a staff-issued landing seal.
- Tyres: the tourism board says to fit winter tyres or chains in snowy areas. Toyota and Nippon list studless tyres as an add-on, so reserve them. No official Hokkaido tyre law is found, and a claim of “mandatory” tyres from November to April appears on no official page. Chains can bar you from some roads, so ask the supplier.
- Rules: drive on the left, wear seatbelts, no phone, stop fully at rail crossings, zero tolerance for drink-driving.
- Secondary tips: black ice at night and early morning, sparse rural fuel stations, and a tank kept over a third full.
Where should you stay?
Sapporo for most first trips. Switch to a smaller town when the trip is one thing.
| Stay in | Suits | Day trips (times in the table above) |
|---|---|---|
| Sapporo | First trips, Snow Festival, food, rail-pass users | Otaru, Noboribetsu, Jozankei, Toyako, Asahikawa; airport 37 min |
| Hakodate | Shinkansen arrivals, night view, seafood, the south | Goryokaku, Mt Hakodate and the morning market are in the city; Shikabe Geyser Park |
| Asahikawa, Furano, Biei | Lavender, powder at Furano, Daisetsuzan | Asahidake by bus; Furano is 68 min from Asahikawa |
| Niseko | Powder on four linked mountains | Resort Liner from New Chitose 2.5 to 3.5 h; train via Otaru and Kutchan from Sapporo about 3 h |
| Utoro, Kushiro | Drift ice (Utoro, Rausu, Abashiri), cranes (Kushiro) | Shari Station to Utoro by bus about 50 min, $11 (¥1,650), year-round; Memanbetsu to Utoro winter-only bus about 2 h, $21 to $23 (¥3,300 to ¥3,500), listed mid-Jan to March |
Utoro and Rausu are not linked by road in winter, because the Shiretoko Pass closes from late November (late October per another guide) to late April. Pick a side. Ski resorts are compared in Hokkaido ski resorts beyond Niseko.

What should you eat?
Miso ramen, soup curry, grilled mutton and seafood bowls cover most orders. The ranges below come from one 2026 guide, so treat them as budgeting figures.
| Dish | Price range |
|---|---|
| Miso ramen | $6 to $8 (¥900 to ¥1,300) |
| Soup curry | $9 to $14 (¥1,400 to ¥2,200) |
| Jingisukan (grilled mutton) | $26 to $35 (¥4,000 to ¥5,500) per person |
| Seafood bowl | $16 to $29 (¥2,500 to ¥4,500) |
| Crab hotpot | One Susukino listing: about $52 (¥8,000) dinner, about $19 (¥3,000) lunch |
| Crab course | $52 to $97 (¥8,000 to ¥15,000) |
| King crab meal | $84 to $155 (¥13,000 to ¥24,000) |
Ganso Ramen Yokocho opens roughly 11:00 to 03:00, though each shop sets its hours. No restaurant states a booking lead time; one reviewer says to book crab months ahead, and festival week is the obvious pinch point. Crab types, course contents and cancellation terms are in Sapporo crab hotpot, and Eat well in Japan covers ordering and dietary needs. No shellfish-free or vegetarian crab menu is sourced.
Where should you soak?
Noboribetsu is the one town with named baths in the sources, and Dai-ichi Takimotokan’s fee is official. The other fees and hours below are unconfirmed, and hotels may stop taking day-bathers on busy dates. Noboribetsu onsen has the full bath guide.
| Bath | Day-use fee | Hours |
|---|---|---|
| Sagiriyu public bath | $3 (¥500) | 9:00 to 21:00, last entry 20:30 |
| Sekisuitei | $8 (¥1,200) | 11:00 to 19:00, last entry 18:00 |
| Hotel Yumoto | $9 (¥1,400) | 13:00 to 20:00, last entry 19:00 |
| Grand Hotel | $13 (¥2,000) | 7:00 to 10:00 and 12:30 to 20:00; Mondays and Thursdays from 14:30, last entry 19:00 |
| Dai-ichi Takimotokan | $16 (¥2,500) from 1 Aug 2026, per its own notice | 9:00 to 21:00, last entry 18:00 |
Takimotokan’s fee was $15 (¥2,250) before 1 Aug 2026, and a secondary guide lists $11 (¥1,700) after 16:00, which is unconfirmed for 2026-27. Jozankei hotel day-use runs about $3 to $16 (¥500 to ¥2,500) across two guides. Jozankei View Hotel lists $6 (¥1,000) for the large bath only or $13 (¥2,000) with the pool on weekdays, with shorter weekend hours. Sounkyo and Toyako fees rest on one unofficial source each, and Asahidake fees are not found. Niseko and Sapporo have no named bath in the sources, so ask your lodging.
Tattoo policy: no official page states one for the baths above. Tattoos and onsen explains how to ask, and Can I use an onsen with a tattoo? gives the short answer. Etiquette is in Onsen etiquette, and Honshu’s ski villages are compared in Snow onsen towns.
Sample itineraries
Three plans cover winter skiing, an onsen loop and summer lavender, each built from sourced legs. Sums cover transport, lifts and baths only, and leave out flights, beds and meals.
1. Ride & Soak: Niseko and Sapporo, 5 days, winter
- Day 1: Fly to New Chitose and take the Resort Liner, 2.5 to 3.5 h, booked ahead (fare in the sum below).
- Days 2 and 3: Ski Niseko United. A 2-day peak ticket (24 Dec to 28 Feb) is $170 (¥26,500). Early and spring days cost less: $57 (¥8,800) for one day.
- Day 4: Take the train via Kutchan and Otaru to Sapporo, about 3 h. Fare not found. Odori after dark.
- Day 5: JR Rapid Airport to New Chitose, about 37 min, $8 (¥1,230).
Sum: $29 to $39 (¥4,500 to ¥6,000) for the Liner, $170 (¥26,500) for the lifts and $8 (¥1,230) for the airport train come to $210 to $220 (¥32,230 to ¥33,730), plus the Niseko to Sapporo train fare, which is not found. No named Niseko bath is sourced, so the soak slot waits on your lodging.
2. Onsen loop: Sapporo, Otaru and Noboribetsu, 4 days
- Day 1: New Chitose to Sapporo on the Rapid. Odori, Susukino, miso ramen.
- Day 2: Otaru, about 30 min each way. In the 6 to 13 Feb 2027 window, stay for the lights from 17:00.
- Day 3: Limited express to Noboribetsu, about 70 min, then the onsen-town bus, 15 min, $3 (¥450) each way. Pick a bath from the table above.
- Day 4: Back to Sapporo and the airport.
Sum: a 4-day Sapporo-Noboribetsu Area Pass at $65 (¥10,000) covers the airport trains, Otaru and Noboribetsu. Add $6 (¥900) for the two onsen-town buses and a bath at $3 to $16 (¥500 to ¥2,500): $74 to $86 (¥11,400 to ¥13,400).
3. Lavender: Asahikawa, Furano and Daisetsuzan, 5 days, summer
- Day 1: New Chitose to Sapporo, $8 (¥1,230).
- Day 2: Kamui to Asahikawa, about 1 h 25. Start the 4-day Sapporo-Furano Area Pass today, $71 (¥11,000).
- Day 3: Bus to Asahidake, about 1 h 48, $12 (¥1,800) each way, and the ropeway at $23 (¥3,500) round trip in summer. Follow the bear advice below.
- Day 4: Furano Line to Furano, 68 min. Lavender if it is the July window. Check the Tokachidake alert and the Furano and Biei notices first.
- Day 5: Furano to Sapporo via Asahikawa, then the airport.
Sum: $8 (¥1,230) + $71 (¥11,000) + $23 (¥3,600) for the two bus rides + $23 (¥3,500) for the ropeway = $125 (¥19,330). The pass does not cover the Asahidake bus. In winter, swap lavender for a Furano lift day at $58 (¥9,000) from 5 Dec to 22 Mar, or the Asahikawa Winter Festival on 6 to 11 Feb 2027.
A Hakodate loop works the same way: Shinkansen from Tokyo, one or two nights, then the Hokuto to Sapporo. Its legs are in the tables above.
Rules, safety and costs
Two risks need a check before you go, the Tokachidake alert and bears; the rest is closures, tax and prices.
Safety Check the Japan Meteorological Agency alert level for Tokachidake and the town notices in the week you travel. The level rose to 3 of 5 on 12 Sep 2026, the first Level 3 since the scale began in 2008, with entry banned, ash warnings for Furano, Biei, Kamifurano, Minamifurano and Shintoku, and an evacuation order for the Fukiage onsen area. It was lowered to Level 2 on 16 Oct 2026; levels change.
Closures to plan around
Mt Hakodate and Asahidake ropeway closures are in the highlights tables. Other closures:
| Place | Closed | Note |
|---|---|---|
| Hakodate Magistrate's Office | 24 Nov | As listed in March 2026; fees not found |
| Former British Consulate | 27 Nov, 5 to 20 Dec, 2 to 3 Jan | Hakodate, same listing |
| Shikabe Geyser Park | Wednesdays, 1 Jan to 19 Mar | Winter rule |
| Shiretoko Pass road | Late Nov to late Apr | Utoro and Rausu are not linked by road |
Bears
Safety Hokkaido’s bears are brown bears. Hokkaido Government advice: make noise with a bell, clapping or a whistle, especially in poor visibility; hike in groups; avoid dawn, dusk, fog and rain; pack out all food and rubbish; turn back at droppings or footprints; and ask the local municipality about recent sightings. Feeding bears is banned by Hokkaido ordinance.
- Seasons: hibernation runs from about December to February (March per the ministry’s Shiretoko page), and bears are active the rest of the year. An Ishikari city flyer says most attacks on people come in spring and autumn, about half while picking wild vegetables or mushrooms. Autumn, from the salmon run to hibernation, is the high-risk stretch.
- Where: one 2026 guide counts 363 sightings in Sapporo in 2025, mostly in Minami Ward, which includes Jozankei. It names Daisetsuzan trails as sighting hot spots.
- If you meet one: do not approach, even for a photo. Stay calm and back away slowly with the bear in view. Do not shout, run or throw things. If attacked, lie face down and protect your neck, face and abdomen; use spray only if trained.
- Spray: it cannot go on a plane, checked or carried. Buy or rent it after you land.
Bear safety in Japan has the national checklist, and Wild and Trek covers wildlife and trails.
Lodging tax
Hokkaido has charged a prefectural accommodation tax since 1 Apr 2026. The rate depends on the per-person nightly room rate, and the official rate table is an image, so the amounts come from hotel notices. They are $1 (¥100), $1 (¥200) or $3 (¥500) per person per night for rates under $130 (¥20,000), from $130 (¥20,000) to under $325 (¥50,000), and $325 (¥50,000) and up. Sapporo adds a city levy, so its hotels quote $2 (¥300), $3 (¥400) or $6 (¥1,000) in total. The official page exempts school trips (pupils, students and accompanying teachers, but not university groups) and children aged 3 and over with accompanying adults at certified childcare events. Kutchan shows 2% or 3% depending on the source, and Niseko Town’s rate is not found. You pay at the hotel.
Other rules
- Niseko backcountry: open only through the gates. The Rules page says everyone out there “should” wear a helmet and carry a beacon, and calls a probe and shovel “very highly recommended”. A backcountry rescue costs at least $645 (¥100,000). See Backcountry in Japan and Off-piste without a guide.
- Ainu culture: say “Ainu people” and “Ainu culture”, the terms the Ainu Association of Hokkaido uses. Upopoy has a memorial site for ancestral remains.
- Etiquette: no Hokkaido-specific official page is found. Temple and shrine etiquette and the onsen rules above apply.

Can I…?
- Can I ski Hokkaido without a car? Yes: public transfers and trains exist; confirm the 2026-27 Resort Liner dates first.
- Can I rent a car in winter with an IDP? Yes, with a paper 1949 Geneva permit, snow tyres confirmed at booking and chains in the car.
- Can I ski off-piste without a guide? Depends on the resort, not the law.
- Can I use an onsen with a tattoo? Depends on the bath.
- Can I ride a drift taxi in winter? Depends. Ebisu in winter is unconfirmed; Rusutsu sells snow drift rides.
- Can I fish in Japan without a licence? Depends on the water.

Quick answers
When is the best time to visit Hokkaido?
It depends on the trip. December to March is for snow, with the Sapporo Snow Festival on 4 to 11 Feb 2027. Late June to July is for flowers, and Furano's lavender typically peaks about mid-July. One guide names June and November as the quietest months.
How many days does Hokkaido need?
Five days covers one place and its day trips: Sapporo plus Niseko in winter, Asahikawa plus Furano in summer. The drift-ice and crane coast in the east is a separate trip with long transfers, so it needs its own days.
Is the Hokkaido Rail Pass worth it?
Only on a loop. JR's own example, round trips from Sapporo to Hakodate and to Otaru, costs $150 (¥23,140) at regular fares against $140 (¥22,000) for the 5-day pass. The Sapporo-Furano Area Pass at $71 (¥11,000) saves about $16 (¥2,520) on a Furano round trip.
Can I visit Furano and Biei while Tokachidake is on alert?
Check the Japan Meteorological Agency level for Tokachidake and the Furano and Biei notices in the week you travel. The alert was raised to Level 3 of 5 on 12 Sep 2026, with entry banned and nearby towns warned of possible ash, and lowered to Level 2 on 16 Oct 2026; levels change.
Are there bears in Hokkaido?
Yes, brown bears. They hibernate from about December to February (March per the ministry's Shiretoko page) and are active the rest of the year, with spring and autumn the riskier seasons. Bear spray cannot go on a plane, so buy or rent it after you land.
Do I need a car in Hokkaido?
Not for Sapporo, Otaru, Noboribetsu, Furano or Niseko, which work with trains and booked buses. A car helps for Shiretoko and some ski areas. A winter rental needs a paper 1949 Geneva permit and snow tyres arranged at booking.
