Can you use a JR Pass for Tokyo, Hakuba and Kyoto?

Depends

You can, but the Alpico bus to Hakuba is outside JR and the payoff depends on your legs. From 1 Oct 2026 agents charge more than the official site, for now.

Short answer

You can use it, and whether it pays off depends on your legs. Price each leg first: single fares for Tokyo to Nagano and Tokyo to Kanazawa are not confirmed yet. Since 1 Oct 2026 a 7-day standard adult pass costs $340 (¥53,000) through overseas agents, while the official online service still sells it at $325 (¥50,000) “for a limited time”, with no end date announced.

Why

The JR Group notice raised agent prices for purchases from 1 Oct 2026 and left the official online service unchanged for now. Longer passes rose too: the 14-day standard adult pass goes from $515 (¥80,000) to $540 (¥84,000) via agents. Seat reservations in advance are possible only when you buy on the official site. Tokyo to Nagano runs on the Hokuriku Shinkansen, which is JR. Nagano to Hakuba is an Alpico bus, a private operator.

What to do instead

  • Consider the Hokuriku Arch Pass, $195 (¥30,000) for 7 days (unconfirmed). Check which stations and trains it covers before you buy. It does not cover the Tokyo to Kyoto Nozomi.
  • Look at the JR East pass option, or buy single tickets.

Conditions

  • Price depends on the channel: agent $340 (¥53,000), official site $325 (¥50,000), both for 7 days.
  • A long Tokyo to Kyoto leg changes the maths.
  • Private buses are outside JR unless stated.
  • To check your own route, add the single fares for each leg, seat reservations included, and compare the total with the pass price for the days you need.
  • Dollar figures use about ¥155 to US$1 and are rounded; you pay in yen, so check the rate.

Quick answers

Which JR Pass price applies to me?

It depends on where you buy. Overseas agents charge $340 (¥53,000) for 7 days from 1 Oct 2026. The official online service still lists $325 (¥50,000) for a limited time, with no end date announced.

Is the Nagano to Hakuba bus covered?

The Alpico bus is a private line, not JR, so the pass probably does not cover it. Last known (2025-26) fare: $23 to $25 (¥3,500 to ¥3,800); the 2026-27 fare is unclear right now. The JR Oito line from Minami-Otari is the JR option.
